FILE 17 // EST. 1961–1978 // SEAT: TIRANA // STATUS: THE LAST ORTHODOXY, IN A BUNKER
HOXHAISM
Anti-revisionism's final form: Stalin kept on the pedestal, every other
capital anathematized in order of its fall — Belgrade, Moscow, Beijing — and 170,000
concrete bunkers to hold the line alone.
ANTI-REVISIONISTMETHOD: TOTAL VIGILANCEALLIES REMAINING: 0
Enver Hoxha — French-educated schoolteacher from Gjirokastër, tobacconist's clerk in
occupied Tirana — founded the Albanian Communist Party in 1941 and rode the Partisan war to power
in Europe's poorest, most clan-bound country. His formation was double: Stalinism's methods learned
faithfully, and small-nation paranoia learned honestly — Albania had spent five centuries being
partitioned by whoever was passing. The two lessons fused into a single instinct: every ally is a
future occupier with better manners.
History kept confirming it. Belgrade treated postwar Albania as a province-in-waiting until the
1948 Tito–Stalin split let Hoxha purge the pro-Yugoslav wing (executing his rival Koçi Xoxe) and
swap patrons. When Khrushchev denounced Stalin in 1956 and courted Belgrade, Hoxha read his own
obituary in draft and swapped again — publicly defying Moscow by 1961, taking Beijing's aid and
side in the Sino-Soviet split. And when Mao shook Nixon's hand and propounded the Three Worlds
Theory, Hoxha completed the set: China too had gone revisionist
(Schism №11). Imperialism and the Revolution (1978) formalized
the position: Marxism–Leninism as Stalin left it, defended now by exactly one country, population
two and a half million.
02 Core Doctrine
Anti-revisionism, total
The Secret Speech was a counter-revolution; Stalin's line — collectivization, vigilance,
proletarian dictatorship undiluted — is Marxism–Leninism, and every departure from it, Yugoslav,
Soviet or Chinese, is restoration of capitalism in progress. The file's single axiom; everything
else is corollary.
Three Worlds heresy
Against Mao's geometry (align with anyone against the stronger superpower), Hoxha ruled both
superpowers equally imperialist and all alignment betrayal. Purity of line over balance of
power — the doctrine's proudest and costliest theorem.
Self-reliance, concrete
Autarky as theology: no foreign credits (banned by the 1976 constitution), no tourists, no
God — Albania declared itself the world's first atheist state in 1967 — and bunkers. One pillbox
per four adults, dug into every field and beach: vigilance you can walk on.
The siege as proof
Isolation was not the policy's failure but its verification: a world entirely revisionist is
a world that must be bunkered against. The archive notes the logic is airtight and load-bearing
in both directions.

have won. Let no one think Albania will soften."— THE TIRANA LINE, DISTILLED

04 In Practice
Inside the bunkers, the record splits the archive's columns as starkly as any file here. Credit:
a near-feudal country given universal literacy, electrification to the last village (1970),
malaria eradicated, life expectancy nearly doubled. Debit: Europe's most complete police state
per capita — the Sigurimi's files on a third of the population, labour camps at Spaç and Burrel,
execution or prison for a foreign radio habit, religion criminalized outright, and purges that
consumed each generation of Hoxha's own lieutenants in turn, ending with Prime Minister Mehmet
Shehu, forty years his closest comrade, dead in 1981 — officially suicide, posthumously declared
a lifelong foreign agent for several intelligence services simultaneously.
Hoxha died in 1985; the system outlived him by six years and the pyramid-scheme economy that
followed it collapsed faster than the bunkers could be demolished — most still stud the landscape,
repurposed as barns, bars and canvases. Abroad, the school persists as a small communion of
parties (the ICMLPO and cousins) maintaining, with genuine scholarly diligence, the complete
anti-revisionist canon — the archive's most immaculate doctrine, at the archive's smallest scale.
05 Schisms & Enemies
vs. Titoism (1948). The founding enmity: next-door revisionism with territorial appetite.
Anti-Yugoslavism remained Tirana's one constant through every subsequent realignment.
vs. Moscow (1956–1961). De-Stalinization read as counter-revolution; Soviet submarines
ejected from Vlorë; the only Warsaw Pact member to leave alive (formally, 1968, over Prague —
exiting in protest at the invasion of a revisionist by revisionists, a Tirana specialty).
vs. Maoism (1972–1978). Nixon's handshake, then Three Worlds: the last patron
anathematized — Schism №11. The world's Maoist parties split once
more, into Maoist and Hoxhaist communions that still do not concelebrate.
Internal, serial. Xoxe (1949), Gega, the navy (1961), the culture (1973), the economists
(1975), Shehu (1981): the purge as governance rhythm, each wave proving the vigilance it was
justified by.

1985Hoxha dies; Ramiz Alia inherits the bunkers.
1991The statues come down in Tirana; the file closes, the concrete remains.
07 Legacy
Hoxhaism is the archive's purity experiment run to completion: what remains of Marxism–Leninism
when every compromise is refused is a doctrine of perfect internal consistency governing a small
mountain fortress, alone. Its 170,000 bunkers are the movement's most honest architecture — vigilance
rendered in concrete, aimed at everyone, used by no one. The school survives as the standing answer
to a question the rest of the archive prefers rhetorical: yes, someone did hold the line all the way
down, and this is what it cost.
